Minnesota Legislature protects Farm ID data
The Minnesota Board of Animal Health announced that the Minnesota legislature passed a bill to ensure confidentiality of premises and animal data information collected as part of the National Animal Identification System. The Board of Animal Health, the Minnesota Extension Service, and the Minnesota Department of Agriculture are working together to register all Minnesota livestock premises by the end of the year. That would include all farms, auction markets, processing plants, etc. Minnesota's voluntary National Animal Identification System has already assigned over 7,300 national premises identification numbers.
DHIA Gears up to handle National ID
The National Animal Identification System is set to be implemented gradually over the next couple of years, with compliance required by USDA beginning in 2008. Implementation could be accelerated by an animal health event, such as the recent BSE cows or TB found in a beef herd in the NW part of the state.
DHIA is in the final selection process and we plan to offer compliant Radio Frequency ID tags this fall. These tags replace the steel tags that have carried the USDA shield and have been part of USDA’s animal health programs for decades now. Expect the tags to cost between $2.30 and $2.75 each. The tags have very high retention rates when placed properly, according to many practical studies worldwide. The plan is that the RFID tag you place in a calf’s ear will be there for the lifetime of the animal. Very few have gone missing in experience to date going back to 1999.
DHIA has always collected all the information necessary for the NAIS system, and we plan to routinely handle NAIS reporting for DHIA customers that authorize us to do that. Reports are being redesigned to handle the longer international number, and the software changes have already been developed for use by field reps and on-farm Dairy Comp 305.
Once the system is in place, animals will need an RFID tag to enter commerce or exhibitions, and those receiving animals will need to report the animal being sited by date and location (farm, auction house, county fair, etc). We expect that those utilizing the DHIA system will have very little different to do to make NAIS work, other than switching to an RFID tag. USDA does not plan to require retagging of older animals upon implementation, but market forces may dictate retagging.
